Development in Golden is not the same as it was 100 years ago or 50 years ago.
A new character is created with each evolution of time, said Peter Park, the former director of planning for Denver and Milwaukee, who is currently an associate professor at the University of Colorado-Denver.
Park was one of four speakers on May 7, for Golden United's Planning and Zoning Educational Event. About 50 people attended the meeting.
“The importance of (a) plan is that it sets the policies for future development,” Park said. Zoning can be thought of as the rules, or “a tool for implementing plans.”
He added that planning and zoning are not the same thing.
Park presented there are two types of zoning — conventional, which is focused on use; and form-based, which can be more specific to the form and character of the neighborhood.
